पुतिन के भारत दौरे से पहले रूस ने दी बड़ी मंजूरी: RELOS समझौते से सैन्य साझेदारी नई ऊंचाई पर

भारत और रूस की रक्षा साझेदारी एक नए मोड़ पर पहुंचने वाली है। राष्ट्रपति व्लादिमीर पुतिन के 4–5 दिसंबर 2025 के भारत दौरे से ठीक पहले, रूस की संसद (स्टेट डूमा) ने दोनों देशों के बीच हुए रणनीतिक लॉजिस्टिक समझौते RELOS को मंजूरी देने की अंतिम तैयारी पूरी कर ली है। पुतिन अपने इस दौरे में 23वें भारत–रूस वार्षिक सम्मेलन में भी शामिल होंगे, जहां इस समझौते को निर्णायक बढ़त मिलने की संभावना है।

RELOS क्या बदलेगा?

18 फरवरी 2025 को मॉस्को में साइन किए गए इस समझौते का मकसद दोनों देशों की सेनाओं को एक-दूसरे की सुविधाओं, संसाधनों और आधारों का उपयोग आसानी से करने की अनुमति देना है। इससे संयुक्त सैन्य अभ्यास, आपदा राहत अभियान, और लॉजिस्टिक ऑपरेशन पहले से ज्यादा तेज़ और प्रभावी हो सकेंगे।

रणनीतिक महत्व क्यों बढ़ गया है?

विशेषज्ञ मानते हैं कि यह समझौता भारत और रूस को वैश्विक स्तर पर एक-दूसरे के और करीब लाएगा—खासतौर पर ऐसे समय में जब हिंद-प्रशांत और आर्कटिक दोनों क्षेत्रों में रणनीतिक परिस्थितियां तेजी से बदल रही हैं। भारत की LNG आपूर्ति जिस यमाल प्रायद्वीप से आती है, वहां भविष्य के संयुक्त अभ्यासों में RELOS अहम भूमिका निभा सकता है।

नौसेनाओं को सीधा फायदा

अब भारतीय नौसेना के INS विक्रमादित्य, तलवार-श्रेणी के युद्धपोत और अन्य पोत रूस के आर्कटिक-बेस्ड नौसैनिक अड्डों का उपयोग कर सकेंगे। वहीं रूस भी हिंद महासागर में भारत के नौसैनिक आधारों तक पहुंच हासिल कर पाएगा—जिसका सीधा असर क्षेत्र में चीन की बढ़ती सक्रियता को संतुलित करने में दिखेगा।

Russia is gearing up for a major diplomatic and military milestone just ahead of President Vladimir Putin’s India visit on December 4–5, 2025. The Russian State Duma is set to approve the RELOS (Reciprocal Exchange of Logistics Support) Agreement, a landmark pact aimed at boosting operational cooperation between the Indian and Russian armed forces. What does RELOS bring?
Signed on February 18, 2025, in Moscow, the agreement allows both militaries to use each other’s bases, ports, and logistical facilities. The goal is to simplify and accelerate joint exercises, humanitarian missions, and military movements.

Why is it strategically crucial?
Defence experts believe RELOS will deepen India–Russia coordination in regions like the Arctic—particularly since India’s LNG supply comes from Russia’s Yamal Peninsula. It also strengthens maritime cooperation at a time when the Indo-Pacific is witnessing heightened geopolitical activity.

Boost for Navies
Indian warships such as INS Vikramaditya and Talwar-class frigates will now be able to access Russian Arctic naval bases. Likewise, Russian naval vessels will gain entry to Indian ports in the Indian Ocean Region, enhancing balance against China’s expanding presence.
